Police & Nurses Limited has appointed Steve Chugg (pictured) as chief customer officer of P&N Group, effective May 14, 2026, the customer-owned banking organisation announced.

Chugg will hold end-to-end executive accountability for retail and business banking customer outcomes and growth across the group, which operates P&N Bank in Western Australia and BCU Bank in New South Wales and Queensland.

P&N Group chief executive officer Andrew Hadley said Chugg’s background across multiple industries made him a strong fit for the role.

“Steve is a highly accomplished executive with extensive experience spanning listed and customer-owned banking, fintech, and healthcare, and a proven ability to lead large-scale, customer-focused programs in complex, highly regulated environments,” Hadley said.

Chugg joins P&N Group from Australian Retirement Trust, where he most recently served as general manager, commercial performance and governance. Prior to that, he held several senior executive roles at Great Southern Bank, including group executive, business and embedded finance, and chief operating officer. He also held earlier leadership positions at ANZ.

Hadley said Chugg’s record of building cohesive teams and managing complex stakeholder relationships was a key consideration in the appointment.

“He has consistently built high-performing teams that deliver strong community impact, financial outcomes, and speed of execution. Steve’s ability to navigate competing stakeholder priorities while maintaining trusted relationships will be a valuable addition to our executive,” Hadley said.

The appointment comes as P&N Group navigates a significant period of potential change. The group announced on Thursday that it had signed a memorandum of understanding with Bank Australia to explore a potential merger. If the deal proceeds, the combined entity would hold more than $30 billion in assets and serve more than 530,000 customers, with headquarters in Melbourne and state offices in Sydney, Perth, and Brisbane.

Chugg said the organisation’s direction drew him to the position.
